Halilah  for Oil Services & General Contracting's HSE Management Structure HSE matters can be managed effectively only when they are considered a line responsibility.  Therefore the management is a combined effort by all people involved in the project.  The main responsibilities for the various functions are:   Safety Manager:  To ensure that there is an effective HSE policy and An Effective HSE plan.  Project  Manager:  To  ensure  that  the  HSE  plan  is  understood  and  Effected  by  all  his subordinates.  Field Project Manager/Construction Manager: To ensue that the all personnel, plant and equipment are suitable for sound job execution Supervisors:  To organize the work such that it is carried out with minimum exposure to men and Environment.  All  Employees:  To  use  the  correct  materials,  tools,  equipment  And  methods  for  work  they  carry out.
